I've read a few fics with Inferno, but they're mostly Red Alert X Inferno fics. As far as I can tell, no one has really made any mention of Inferno's head-wing-thingies that I can recall. So I think that you can just call them head-fins (or maybe even wing-fins if you like) and most of us (hopefully) will still understand what you're talking about.
